Highly Skilled Foreign Professionals Visa

Japanese Government launched in 2012 “Highly Skilled Foreign Professionals Incentive”.

I was telling you about Japan Business Manager Visa as a one of residency permits in Japan.
This time I will touch on the story of the visa to be put into force.
Before the business manager visa was declared, Japanese Government legislated “Highly skilled foreign professionals visa”.

What are highly skilled foreign professionals?
“Highly skilled foreign professional” means the person who has been admitted into Japan on or before March 31, 2015 with a status of residence of “designated activities (highly skilled foreign professionals)”. The person with outstanding abilities and credentials who enter Japan on or after April 1, 2015 will be granted the status of residence as “Highly skilled professional”.
A spouse or child of the Highly skilled professional can apply for a General visa as dependent. A spouse who intends to work in Japan, parents or house servants of the Highly skilled professional can apply for a Designated activities visa.

Background of highly skilled foreign professionals visa
Population decrease is becoming serious so it causes a shortage of working population, and the Japanese government thought necessary to find human resources globally.
Then the Japanese Government intends to promote the acceptance of highly skilled foreigners with advanced abilities and qualities who are expected to contribute to Japan’s economic growth.

Business Manager Visa come into effect
By the revision of the Immigration Control Law on April 1, 2015, what was previously called an “Investment and Management visa” became a “Business Manager visa”.
Previously, only foreign capital investment was assumed, but this revision eliminated the requirements for ties with foreign capital, which also granted “Business Manager Visa” to foreigners who establish and manage and administrate the company in Japan.
This visa is certainly part of a status of residence.

The number of highly skilled professionals visa certified so far
39,633 were issued in 2019 under the highly skilled system, and 23,876 were issued till June of last year.
But a business manager visa counted 884 in 2020, and this number occupies just 3.7% of the total number 23,876.
3.7% is quite low for now, as I seem this is because this visa is yet widely known in the world. And presumably judging criteria for a business manager visa is rather strict.
However this strictness is carried for eliminating sloppy applicants, it will be eligible if applicants can show the immigration proper evidence to meet requirements.
I believe a business manager visa is an affordable and clear method for investors, if he/she is serious about managing a business in Japan.
The methods to apply for the visa varies as I proposed such property investment or being franchisees.

 

Note:
Permanent residence permit
“5 years”, which is the longest period of stay normally, is uniformly granted to highly skilled foreigners if certified. It is also possible to renew this period.
In principle, you must have stayed in Japan for more than 10 years in a long time to get a permanent residence permit.
However, the following highly skilled foreign nationals may receive a permanent residence permit.

1.If a person has been worked as a highly skilled professionals visa for 3 years

2.If a person are recognized as one of the most skilled professionals  (those with 80 points or more) for one year
