Is it a good way to invest in an Abandoned House reuse project in Japan to apply for a business manager visa?

I have picked up the social issue of property in Japan again, so I would like to talk about abandoned houses, that is unknown landlord owners or abandoned as unused.

What is the abandoned house?
“Abandoned house” means a property such as houses or a condominium which is unoccupied and unused with no proper maintenance.
The growing number of abandoned houses becomes a social issue.
In 2018, the number of abandoned houses increased from the previous survey, to 8,489,000, a record high.


Then why do abandoned houses bring harm to the neighborhood and the area?
– Building collapse put neighborhood at a risk
– Dilapidation of the house brings deterioration in the security situation
– It causes Illegal dumping of garbage in the house
– Devastation of the house to be a blot in the landscape of area

Why did abandoned houses increase?
It is said that one of the causes is Inheritance problem.
One reason is that Inherited land and buildings left unattended without transfer of ownership registration. Then the houses were devastated as unknown landlords.
Second reason is Inheritance abandonment by the heirs as they found no value in the house.

The New Law will be enforced to solve the problem
So the Government proposed a new law to require successors to register ownership or demand costs for procedures of abandonment.
The new Law, the “Inheritance Land Treasury Attribution Act,” stipulated that heirs could let go of the land they acquired.
If the requirements such as no building or soil contamination and no collateral are set and they pay the equivalent of 10 years’ administrative costs, then the government will be able to acquire it and make it attributed to the national treasury.
The new law, which is expected to take effect in 2023.
I expect it can work to reduce unregistered and abandoned houses to a certain extent.
But I think it doesn’t lead to a fundamental solution, because a lot of existing abandoned houses are untouched.

Reuse of abandoned houses as a solution for a social issue of abandoned houses.
Local Governments and NPOs are moving to a solution.
Practically they took to reusing these houses.
In general, it is a solution to renovate and rent out, or put up for sale.
The system produced for it is “Abandoned House Bank”.

What is an “Abandoned House Bank”?
“Abandoned House Bank” is a system that aggregates information provided by owners who wish to rent or sell those houses and introduces them to those who want to use and utilize those houses in the future.
Local governments around the country are promoting initiatives with the aim of promoting “expansion of residents’ exchanges inside and outside the region” and “revitalization of the region by promoting settlement” through the effective use of abandoned houses.

The above movement looks relatively active in rural areas, but it comes to be active in Tokyo Area, too.

As I mentioned, the problem of abandoned houses has become a social problem.
I think that the movement will go on, and it needs an additional system that allows for the further and effective use of abandoned houses.
Investment in the reuse of abandoned houses can be recommended, and it will be
a proper way to set up a business and to apply for a business manager visa.
In addition, it can be welcomed as social action work.
